Under the terms of existing four-day truce agreement, Hamas was due to release in total 50 Israeli women and children held hostage in Gaza. It was not clear how many hostages would be released under the extended truce agreement, but earlier the head of Egypt's State Information Service, Diaa Rashwan, said the deal being negotiated would include the release of 20 Israeli hostages and 60 Palestinian prisoners in Israeli jails.

Small, neutral European Union member state Malta was acceptable to all sides. The deal "brings with it the guarantee of another year of functionality and a legitimate chair," one senior Western diplomat said. Russia and staunch ally Belarus have still not backed the renewal of four senior OSCE officials in their posts, including veteran German diplomat Helga Schmid as OSCE secretary-general, diplomats said. "We do care about the top four but the chair is existential - the organization cannot operate without it," the Western diplomat said.

Blinken will travel to Belgium, North Macedonia, Israel, the West Bank, and the UAE from Monday to Saturday, the department said in a statement. The ICC already has an ongoing investigation into "the situation in the State of Palestine" for alleged war crimes committed since June 13, 2014. Last month ,Kahn said that his office had jurisdiction both over Hamas' attack on Israel on Oct. 7 and any crimes committed as part of Israel's response including bombings in the Gaza Strip. In a statement, the prosecutor's office said it had so far "collected a significant volume of information and evidence" on crimes in the Palestinian territories and also committed by Palestinians. The ICC can investigate nationals of non-member states in certain circumstances, including when crimes are alleged to have been committed in the territories of member states. The Palestinian territories have been listed among the ICC's members since 2015.

Addressing the final session of a two-day summit of the 21-member Asia Pacific Economic Cooperation (APEC) forum in San Francisco, Biden said he had briefly discussed AI with Chinese President Xi Jinping in talks on the sidelines of APEC on Wednesday. The steps, he said, included committing to ensuring the security of AI systems before releasing them to the public, watermarking AI-generated content to show it has been generated by artificial intelligence and minimizing the risk AI systems posed to society, such as by promoting bias or discrimination. Meanwhile, Washington was expanding grants for AI research in key areas like healthcare and climate change, he said.

Pentagon fails audit for sixth year in a row

WASHINGTON, Nov 15 (Reuters) - The Pentagon failed an independent audit of its accounting systems for the sixth consecutive year, a Pentagon official said Wednesday. "Things are showing progress, but it's not enough," Mike McCord, the Defense Department's chief financial officer, told reporters. The Pentagon is striving for a "clean" audit but that is still years away, McCord said. To conduct the audit, 1,600 auditors conducted 700 site visits and assessed $3.8 trillion in assets and $4 trillion in liabilities, the Pentagon said. Required by law, the annual audit assesses the record-keeping processes for the Pentagon's weapons systems, military personnel and property around the world.
